Its called a traffic exchange, in which you surf other people’s sites and pages in exchange for credits for Your Own Site To Be Viewed!
The concept is “I’ll scratch your back if you scratch mine” … There are upgrades and an optional affiliate / referral program, but these are not necessary to gain high quality, ongoing traffic to your blog / site. It just takes more time if you do not upgrade because you receive less credits per view.
